General Penalties:
- A defensive penalty on the field of play will result in 2,000 points awarded to the offense.
- Infractions committed in the end zone will result in 5,000 points awarded to the offense.
- If an offensive play is still successful, the defensive penalty is waived.
- All offensive penalties are dead balls fouls (play stops immediately) and all defensive penalties are live ball fouls (penalty is either enforced or waived by the official after the play is complete)
- Due to the fast paced nature of the game and continuous clock, the most unbiased way to penalize the offense is through time deductions. All offensive penalties result in a 5 second “count-off” and return to the 20 yd line. The “count off” is induced by the referee once all offensive players return to the line of scrimmage and are set.
How to call the penalty
- It is vitally important that all referees maintain control over the game through effective penalty calling and communicating.
- All defensive penalties in the end zone must be announced to the field scorer as follows “Defensive penalty in the end zone” while all penalty infractions in the field will be called “Defensive penalty on the field of play.”
Pass Interference
- Pass interference will be called when a wide receiver is hindered in attempt to catch the ball.
Delay of game
- While on defense, intentionally disrupting the game of play in order to slow the opposition will result in a penalty. No defender during the game can intentionally kick or throw the ball after an interception or incomplete pass.
Unsportsmanlike conduct
- Acts of talking back to the referee, intentionally touching a player above the shoulder or any other conduct deemed unsafe/unsportsmanlike will be deemed unsportsmanlike conduct.
- This penalty will also result in a deduction of 5,000 points in the field of play, and 10,000 points in the end zone from this team's offensive points
Blocking, picks and laterals
- At no point in the game may a receiver or QB set a block or pick for a teammate. Lateral passes are also prohibited.
False Start
- All receivers must be set (still for 1 second) before the QB may begin the play with his/her cadence.
- Advancing forward before the cadence of the QB will be deemed a "false start" and result in a 5 second run off.
Quick tips for officials:
- Your main responsibility is to maintain the flow of the game.
- Maintain good communication between all players at all times to eliminate penalties.
